The combination of the ascendant ruler in the twelve signs can be very useful in determining other factors from other aspects. Aquarius Rising Saturn as Ruler in Aries: Air and Fire, symbolised by Aquarius and Aries, make a not in‑ harmonious blend, indeed, the combination may produce a great mind. Bad Aspects are, however, liable to be more disastrously effective when Saturn, one of the unfortunate Planets, is disposed of by Mars, the other unfortunate. There is a general consensus of opinion that Uranus, ruling no Sign of its own, is a co‑ruler of Aquarius, thus the Sign in which Uranus is placed as well as that housing Saturn when Aquarius rises, should be noted.

From this standpoint, will bring worries, delays, troubles and difficulties into the life, it strengthens the powers of endurance, fortitude and resistance, and this helps in the overcoming of difficulties. This will increase the ambition and the idealistic side of the nature, giving extra courage, enterprise and initiative, enabling the person to fight in a more resolute manner against the restrictive and, apparently, fatalistic conditions which come into the life. On the other hand it will, at times, engender a feeling of irritation and impatience, especially when delays and obstructive conditions occur over which the person can exercise little or no control. However, the position will help the person to overcome certain tendencies toward 'holding back' and enable action to be taken at the right psychological moment.

Aquarius Rising, Saturn Ruler in Taurus: The 'fortunate' nature of Venus will largely soften the harshness of Saturn as Planet of misfortune, when Saturn as ruler is in either Taurus or Libra. Since both Aquarius and Taurus are Fixed Signs, there is always a great likelihood that the obstinacy which is so often a besetting fault of Fixed Signs will be intensified and become a really hostile factor in life if not disciplined. Taurus, as an Earthy Sign, is not such a harmonious position for Saturn when Aquarius, an Airy Sign, is rising, as it is when Saturn is ruler of Capricorn, the other Earthy Sign.

Nevertheless, Earth and Air do not clash as badly as, for instance, Fire and Water would, and this may, with this combination, be a valuable blend of practical common sense (Earth) with intellectual distinction (Air).

In some respects the vibration of this Planet will seem to enhance that which may be termed, the fatalistic principle which will operate in life, in that circumstances will appear to cause the person to work towards certain ends without altogether making the reward for work as satisfactory as desired.

Saturn is in the Sign Taurus at birth and this strengthens the powers of endurance and fortitude. It shows that there will be an accepting and carrying out of duties and responsibilities in which there is a blending of business, financial and private affairs, and gives an added degree of patience. On the other hand any undue pressure from others to do things or to agree to conditions against the person’s own conviction and desire, will only have the effect of drawing out a form of resistance and obstinacy which will prevent those concerned from carrying out their intentions as they had planned. To some extent the position is indicative of a certain amount of interest in artistic and kindred affairs but on the organising side.

 Aquarius Rising, Saturn Ruler in Gemini. Gemini and Aquarius, both being Airy or intellectual Signs, the combination of these two Sign‑influences is an harmonious one. According as to whether Aspects are favourable or the reverse, the Saturn in Gemini character may be that of a great intellectual leader, possibly of a somewhat cold‑blooded type, or that of a professional crook or swindler. If the vibrations are not used in the best way they often tend to an infringement of moral and ethical standards. The position of Uranus may modify this condition.

Saturn's rulership exercises a restraining and somewhat hampering influence, bringing worries, delays and difficulties. On the other hand Saturn makes for powers of endurance, fortitude and a serious outlook. At birth Saturn is placed in Gemini, this gives an ingenious mind, which can be a blessing or a curse, according as to how it is used. It gives great powers, or the possibility of developing them, of concentration in intellectual pursuits and in study. Caution is intensified and may, unless guarded against, become excessive suspicion and over‑carefulness which could become a handicap in life. Integrity of character in financial and similar matters will, in the case of the native, he a more creditable proof of strength of character than in the case of most people, because Trouble in early life is not unlikely, and difficulties at school. Later in life, depending on the person personally, the influence should, in all ways, be a much more favourable one. Among the dangers, which beset from within are those of bitterness, irritability and envy.

 Aquarius Rising, Saturn Ruler in Cancer: The Air‑Water blend of Aquarius and Cancer is not a favourable one for character. Such people are seldom fitted for positions of responsibility. They tend to be peevish, discontented, and self‑indulgent. All of which, however, may be modified according to the position of Uranus, the probable co‑ruler of Aquarius. Individual personal gain is, usually, put before any public‑spirited interests by Saturn ‑ Cancer natives. Even so they do not normally succeed in retaining high position or great possessions. Such a horoscope needs careful handling if it is not to be insincere on the one hand, or insulting or depressing on the other.

The power of imagination is, probably, intensified, but care should be taken to distinguish between fruitful imaginative power and mere fancy which may be misleading and deceptive. Material success in life and public credit are usually made very difficult for persons ruled by Saturn in Cancer, but it should be remembered that our 'Stars' merely provide the conditions in which it is necessary to fight and do not determine the result of the battle. Associations should be chosen with care as the person is very liable to be much affected by others and to have them sap vitality as it were. Interests and professional work or business of an unusual and, probably, unpopular kind are quite likely.

Aquarius Rising, Saturn Ruler in Leo. Saturn is a Planet of coldness and Aquarius an Airy or intellectual Sign while Leo is the natural home of the Sun, the orb of Fire and vitality. Thus, a character and destiny with much of the persistent, slow, intense gravity of Saturn blended with much passionate fire for love and anger, may he expected. The way in which the individual chooses to react to Planetary vibration, plus the influence of the Aspects which may strengthen or weaken either Saturn or the Sun, will largely determine how much life is ruined by the passions and by the handicaps of 'unlucky' Saturn, or how enriched by strength of character

Placed at birth in the Sign Leo the person will receive more help in life than most Saturn ruled persons and will be, in some way, outstanding and a prominent figure in whatever circle it may be. People in high positions, superiors and elders will advance help. There is firmness of character, loyalty and an attendance to be self‑contained; the chief dangers come from strength of passion whether affectional or of anger. There is great business capacity and with the gifts of concentration of mind and will, the person could easily be a success and in control of a large undertaking. Impaired circulation of the blood may, at some time in the life, be a concern, and it may be found necessary to be a little careful of anything likely to affect the heart.

Aquarius Rising, Saturn Ruler in Virgo: Aquarius and Virgo are both mental Signs, so Saturn as ruler of Aquarius is more harmoniously situated in Virgo than Saturn as ruler of Capricorn. The main differences are that the ‘double‑dealing' and dishonest traits sometimes associated with Gemini do not belong to Virgo, while Virgo, as a mental Sign like Aquarius itself, gives more obstinacy, firmness of will and a sharply critical attitude to others. Such natives are much addicted to study and reading, and inclined to melancholy and to paying most attention to pessimistic aspects of the news of the day.

The person will have an orderly mind and a serious outlook on things, and great powers of critical discrimination and analytical thought. In later life, probably not in early years, there will be an ability to develop intellectual originality, and the power to deal ably with profound subjects. An effort should be made to overcome the tendency, which may be very marked from time to time, to give way to moods of gloom and depression, and to be too shy, diffident and reserved. The person must be prepared to face with courage and staunchness the likelihood of sometimes being thwarted in ambition, disappointed in professional or business interests, hampered by ill‑health, discouraged by elders or unpopular because of the nature of the work undertaken.

Aquarius Rising, Saturn Ruler in Libra.. Venus, the ruler of Libra, is an essentially fortunate and 'lucky' Planet. As Saturn is 'unlucky', the Venus influence will largely mitigate the misfortune of Saturn. Libra is the Sign of Saturn's Exaltation, in which the good Saturn vibrations loyalty, seriousness of purpose, steadiness, love of justice and sense of duty will be intensified while Saturn's worst influences is distrust, selfishness, pessimism etc., are softened down to some extent. A great deal will depend on the Aspects. When Aquarius is the Sign an the Ascendant, some difference may be made by the position of Uranus, the probable co‑ruler of Aquarius.

At birth Saturn was in the Sign Libra which is a very fortunate position for a usually unfortunate Planet. It will have a favourable influence on affairs and interests in all matters connected with partnerships.  Especially with older people and helps toward profit by association with other people. The person is apt to have a strong sense of justice, almost too strong, until sympathies widen ‑ as they will with mature development. At some periods in life, reversals in friendship, friction and opposition will be experienced but, at others, there will he benefit from great loyalty and reliable steadfastness. There will be need to guard against jealousy and selfishness.

Aquarius Rising, Saturn Ruler in Scorpio: Again there is the combined influence of two 'Fixed' Signs, giving a very great deal of hard‑headed obstinacy; while the Airy or intellectual element represented by Aquarius is blended with the emotional or Watery element in Scorpio, and the two Signs are ruled by the two traditionally 'unlucky' Planets. Very much will, once more, depend on the Aspects, if these are unfavourable, there is always danger of morbid psychology and perversions. Judgment should not be completed without paying some heed to the position of Uranus when Aquarius is the Sign on the Ascendant.

This Planet is termed the Planet of 'Fate' and, in this respect, will bring worrying, delaying and trying conditions into the life, but it also gives a strong control and helps in the expressing of patience and endurance, so that ultimately many of the difficulties Saturn in the twelve Signs will be overcome. Saturn is in the Sign Scorpio at birth, signifying that the person will know what it is to suffer through the jealousy, and misunderstanding and unfair interference of other people. Unhappiness will be experienced in connection with affectional and emotional interests and, at times, there will be need for seeing that certain people do not try to take advantage. Nevertheless, the position gives considerable resourcefulness of thought and action and, if the tendency towards accepting the fatalistic principle is overcome, the limitations, restrictions and difficulties can be successfully battled against more easily.

Aquarius Rising, Saturn  Ruler in Sagittarius: Sagittarius is a Fiery Sign and, therefore, a less disharmonious place for the rule of Aquarius than for the same Planet when ruler of Capricorn, for Fire is not so much out of harmony with Air as with Earth. Sagittarius is a Mutable Sign, and Aquarius a Fixed one, thus adaptability but liability to be influenced by others‑all the more so because of the somewhat conventional tendencies of Jupiter, ruler of Sagittarius, together with a certain unyielding fixity of will, characteristic of the 'obstinate' Aquarius, may unduly reduce activity and enterprise, unless many of the other Planets are in Cardinal Signs. Again bear in mind the necessity for paying some heed to the position of Uranus when Aquarius is the rising Sign.

In many respects, this is an extremely helpful and beneficial position, for it enables the person to view the ups and downs of life in a more philosophical manner than would, otherwise, be possible. The ability will be there, if used, to see the inner meaning of the various difficulties which are encountered as well as to apply the knowledge derived from these experiences in the handling of future problems are they arise. There will be an interest in matters to do with religion and philosophy and this interest can be expressed through channels to do with educational, social and the public sides of life. It will, also, broaden the outlook upon matters to do with foreign, racial and kindred subjects.

Aquarius Rising, Saturn Ruler in Capricorn: The Air-Earth, mental‑practicality, blend of Aquarius and gives the person a reserved disposition, with very little conversation, but extremely diplomatic.

Such a person is often good at political work but apt to be very difficult to conciliate after once being offended. Both the good and the bad features of the Saturn vibration are intensified by Saturn being in one of the Signs of which it is ruler while the other of the Signs it rules is on the Ascendant. Thus, such a double‑Saturnian is much inclined to depression combined with strong ambition.

Giving much independence of character and an aptitude to exercise power and mastery and some degree of ambition. The person will often feel rather cut off from other people, with a general effect of isolation and loneliness. From time to time there will he phases of gloom and melancholy. An endeavour should be made to try to cultivate more thought for the interests of other people, this does not come quite so naturally to one with this Planetary position in the horoscope, and so is all the more credit to the person if achieved. It is possible for there is a strong character and personality with good will power. There is also the potential ability to rise to a sound and important position in life by perseverance, self‑control and the exercise of tact; the person must, however, be prepared for some setbacks.

Aquarius Rising, Saturn Ruler in Aquarius. Saturn as ruler of Aquarius in Aquarius is an extremely good position. It lessens certain of the restrictive significations usually attributed to Saturn and assists both the progressive side of the nature and the opportunities for making progress in everyday life. The understanding of the principles underlying life, destiny and evolution are more readily comprehended and, hence, there is not quite the same liability towards depression as in the case when Saturn is placed in less congenial Signs. The capacity for making friends is intensified, and the friends made can be relied upon when trouble conditions arise.

Although, in certain respects, it enhances what may be termed the fatalistic principles and from this standpoint will bring restrictions and difficulties, it also draws out the power of fortitude and endurance. Saturn in the Sign Aquarius at birth and this, in the main, is favourable as it intensifies the altruistic and philosophical tendencies and whilst enabling the person to accept the ups and down of life in a proper manner, will strengthen the desire and the ability to plan out future conditions of a brighter and more progressive character. It will be possible, also, for plans to be carried into operation at the psychological moment. Many responsibilities will be accepted and there will be opportunities for taking part in social and public affairs.

It is a good position for educational interests, for literature and art. Constructive friendships can be formed provided commonsense is exercised in the choice.

Aquarius Rising, Saturn Ruler in Pisces. Saturn in Pisces, people can, sometimes, be very difficult to understand. It is a position which can give a marked degree of secrecy whilst, on occasions, it will not be easy for the person with this combination to express inner feelings, desires or thoughts. Hence misunderstandings can occur, reticence may he mistaken for unfriendliness, doubts and fears for cowardice. In many instances there will be difficulty in making progress; unfair competition and, at times, enmity will be encountered. Matters to do with companionship, friendship, marriage and partnership will all require very careful consideration.
